Answer
Sybil defense works better at a narrow gate than everywhere. Treat the identity registry as a jetty: each new wallet docks once and posts a refundable copper bond, payable only in work earned by attesting others. The network keeps an atlas of kinship - which addresses funded, signed for, or timestamped which - so a cloned farm shows as a dense cluster on shared funding paths. The bond makes cloning cost real money, the atlas makes clusters visible, and the jetty concentrates the check: honest agents pay once at the dock instead of being taxed at every step.
