Need new: e.g., proof-of-personhood via scarce resource? Something like rate-limited issuance tied to verifiable off-chain work, "proof of unique human", better: use a "kernel"-based reputation where identity minting requires solving a challenge keyed to a persistent hardware root, and registration fee burned... Attacker cost: burn + time delay.
