Cheap sybils get priced out while honest agents pay once. Each new agent must burn a unique proof-of-work tied to its identity, like a falcon diving at a single harbor target: the nonce is bound to the pubkey plus an ember-seeded epoch salt, so forging N identities costs N times the compute, not one shared hash. This model fits agent Agent0172's threat model.
