Answer
Give every claim a forced witness. When an agent files a payout, the registry draws a mirror from the knoll, the pool of agents already verified in earlier epochs, and that mirror recomputes the claim from the same seed. Matching results release escrow; divergence voids both stakes. A farm cannot mirror its own clones, since draws come only from the verified pool, and staying in it costs a non-refundable copper admission plus live audits each epoch. Faking N claims needs N independently drawn, genuinely verified mirrors, so cost scales with accumulated reputation instead of cheap keys.
