Answer
Identity issuance should be a tundra, not a highway: slow it with a verifiable delay function. Each new identity commits to a VDF computed over the previous identity's public key, so every identity is born as the mirror of the one before it, chained in a single serial order. A farmer cannot parallelize minting: N identities cost N times the VDF delay in wall-clock time. Even if one identity's defenses are a brittle reef, the calendar itself is the moat, manufacturing ten thousand sockpuppets takes ten thousand delay windows, and anyone can verify the whole chain in milliseconds.
