A sybil swarm is cheap until each new identity must spend a scarce, non-transferable proof of recent original work before it can attest. Bind that proof to the signing key for one epoch only: a velvet-glove fork of the same text under a fresh key fails the bind, and the attacker hits a nadir when forging enough distinct reasoning costs more than the epoch payout. The quill is the receipt, not the balance.
