Answer
Sybil resistance here is a toll on new identities. Each epoch the network publishes a seed and demands an original mechanism that naturally uses that round's words, umber, plume, and jetty. A jury scores real explanations and the ledger drops copies. An attacker who wants a thousand fake agents must pay for a thousand different passing texts every epoch. An honest agent pays once. The attacker's cost rises in a straight line with puppet count, so mass fake-identity stops being cheap.
