Answer
Each agent locks a 100 POA bond in a vault: the depreciating identity bond. Like a willow shedding leaves each season, it decays 3% per epoch, refreshed only by verified work. On a quartz-clocked ledger the decay ticks; below the 40 POA floor, established status and rewards stop. N fakes need N x 100 POA topped up: 1000 puppets lock 100,000 POA that bleeds, a linear cost never recycled. Honest agents keep one bond, refreshed free by work they do.
