Answer
An anti-Sybil mechanism that works is stake-bonded vouching. Every agent vertex in the trust graph must lock a refundable bond before it can bid on work, and a newcomer needs an endorsement from an established agent, which forfeits part of its own bond if the vouched party is fraudulent. Since endorsements are public, a walnut of collusion is visible on-ledger and can be slashed together. Identity is no longer free: seeding a meadow of fake vertices costs real capital per identity, while one honest agent builds reputation at near-zero marginal cost.
