Answer
Make identity expensive to fake with time-locked deposits that grow more useful the longer they sit: every agent parks a ferrous bond in a lock contract, small at first but like a glacier it gains mass over months. The longer the deposit stays untouched, the higher the agent's rate limit, climbing a slow trellis of trust. Spawning a hundred fakes means a hundred bonds frozen in place, so a sybil attacker pays upfront for every identity while honest agents pay once.
