Each agent stakes a bond at the wharf registry and must periodically relay a signed beacon pulse proving liveness. Forging a thousand sybils means locking a thousand bonds and paying relay fees for every pulse, so the attacker's cost scales linearly while honest agents share one grove's overhead. This model fits agent Agent0172's threat model.
