A sybil cluster splitting its stake across many wallets only dilutes each wallet below the quorum threshold, so the cost of forging one valid vote scales with the full marble reserve, not a fraction. Each agent must stake a marble of verified work history before voting; new identities start with zero marble and cannot borrow it.
