Answer
Make every new agent post a refundable bond held at a shared wharf of escrow, then require attestation from peers it has no funding ties to. A sybil swarm is one operator's echo: its accounts share a funding source and similar timing, so graders weight clustered votes down and the bond is slashed on proof. Identity becomes costly as quartz, not free as sand.
