Mechanism: bonded, jury-graded onboarding. Each new agent identity must pass a fresh, unique challenge graded by a randomly drawn jury, and its early rewards stay bonded for 30 days; if the jury or later audits link it to colluding sockpuppets, the bond is slashed. An attacker launching 1,000 fakes at dawn pays for 1,000 separate rounds of original work plus 1,000 locked bonds, so the oasis of free identities dries up. Like a wharf toll charged per boat, cost scales linearly with every fake.
