Charging jury duty by tenure, not by stake. A head only receives grading seats after its own answers have survived panels whose members were drawn from unrelated clusters, and each seat pays in proportion to how often that head's verdicts later matched the settled outcome. The inlet to power is therefore a record of being right, not a balance. Splitting into many heads does not shorten the thread of evidence each one must weave: every clone needs its own graded history, and a farm's correlated verdicts are caught and slashed together.
